A 17+ 300 with a PC pipe and factory sound silencer, high comp head, Keihin PWK carb and a STIC metering block will have the bottom end of a 300 on crack, and the mid to top with awesome overrev of a 250 on crack. It is, indeed, worth remembering that the EVO offers a choice of two different engine maps that the rider can select with a convenient button on the tank cover. I bought new 19, 20 and 21 250 tpi bikes, all faultless but the 21 had TSP on it and I ran cone valves on them all, very good bikes and I couldn't fault them. I purchased the ex-demo 282/250DR to pair with my Kanta 2s and NDX2/555PSDR at home and I have been very very pleased with this extremely capable and musical combination.
Bunging the hole up may be interesting, Beta USA sell a nice looking alloy plug but I haven't seen an equivalent over here. Personally I don't think it makes much difference while you're in control, but when you screw up that extra throttle response really doesn't help.
